Vietnam is one of the countries being strongly affected by global climate change. In order to demonstrate the determination and political willing in responding to climate change and towards green economic development, the Government of Vietnam has issued policies and strategies on green growth and climate change with medium and long term vision. For instance, the Prime Minister issued Decision No. 1393/QD-TTg dated 25th September, 2012 on Approving "National strategy on green growth in the period 2011-2020 and vision to 2050". In 2016, the Prime Minister issued Decision No. 2053/QD-TTg on the Plan for implementation of the Paris Agreement on climate change.
Generally, the Government of Vietnam’s policy on green growth and climate change is clearly defined in the issuance documents and is being implemented at all levels. With the National Strategy and Action Plan on sustainable development and green growth, green economy and response to climate change, Vietnam has shown its determination and action in developing green economy associated with the sustainable development.
The Government of Vietnam is currently reviewing and updating the NDC to make strong commitments on climate change adaptation and mitigation; as well as developing a National Adaptation Plan (NAP). At the same time, the country is also implement planning processes and plans for the next five and ten years periods at national, sectoral and provincial levels. In addition, Vietnam has recently revised the Planning Law with new integrated measures to promote streamlining and improving the planning process of industries. Until now, when entering specific implementation stages of NDC activities, all levels, sectors and localities will have to contribute to the overall goal of reducing national GHG emissions.
In Vietnam, the Green Growth Strategy is an effective tool to implement successfully the NDC's GHG emission reduction goals and sustainable development goals (SDG). These contents have been being led by MPI to guide ministries, sectors and localities to integrate the contents and targets of GHG emission reduction from the stage of socio-economic development planning and developing the resources mobilization base for achieving the goals of NDC in the period of 2021 - 2030.
In this context, the NDC Partner (NDCP) is a global confedearte of countries and organizations working together to promote climate change actions through sustainable development. Through the NDCP, Partner members can leverage their resources and expertise to provide the tools needed for countries to implement the NDC and respond to climate change to develop a better future. The Climate Action Enhancement Package (CAEP) is a new incentive from NDCP designed to provide assistance to countries to improve the quality of the NDC development process, and increase the ambition of the goals in NDC and support of NDC implementation.
By the end of 2019, the NDCP has been working directly with more than 60 developing country governments on the implementation of NDC, supporting the mainstream of climate actions into the sustainable development programs of the countries and increasing climate ambition and financial mobilization for transition to low-carbon and climate-resilient economies.
Through the NDCP SC Steering Committee, with the participation of the MPI and the MONRE, Viet Nam requested technical and financial assistance under CAEP to support the integration of the goals and NDC's solutions into local planning in the period of 2020-2021. NDCP members: SNV - The Netherlands Development Organization, the World Resources Institute (WRI) and the World Bank (WB) are co-financing partners and provide support as required by the MPI.
Kick-off workshop on Activity "Mainstreaming NDC's goals and solutions into local planning", proposed by MPI and MONRE, with support from SNV and WRI and Ecology and Environment Institute (EEI) - a national consultant, was organized to provide general information and methodology of the Activity, raise awareness and update on the situation of Vietnam's NDC, and its relationship with the Socio-economic development plan (SEDP), approaches and methodologies for NDC in the provincial planning process following the requirements of the new planning law in order to clarify political commitment.
The workshop received the active participation and comments of participants on the orientation and methodology for implementing the contents of the activity: "Mainstreaming NDC's goals and solutions into local planning”. In addition, the Workshop has supported the initial steps of connecting and cooperating with localities for the future deployment process.
