The Vietnam Sustainable Energy Efficiency Project (VSUEE), implemented by the Ministry of Industry and Trade (MOIT) with support from international partners, organized a capacity building program for local energy management officials from October 15 to 17, 2025, in Can Tho City.
This training course, titled “Enhancing Capacity in Developing and Implementing Policies, Regulations, Programs, and Projects on Efficient and Economical Use of Energy for Local Management Agencies,” aims to strengthen the state management capacity of officers from provincial Departments of Industry and Trade and Centers for Industrial Promotion.
Enhancing Local Capacity for Effective Energy Management
The program provides participants with updated knowledge on policies, laws, and practical guidelines on energy efficiency and conservation (EEC), while fostering experience sharing among local management agencies. Through interactive and practice-oriented sessions, trainees are equipped with tools and methodologies for monitoring, inspecting, and evaluating energy performance in key industrial facilities, as well as applying Measurement and Verification (M&V) techniques and problem-solving in real management scenarios.
“The training is designed with a strong focus on practice and interaction, enabling participants to not only understand theoretical concepts but also apply them in monitoring and managing energy efficiency at the local level,” said Mr. Hoang Duong Thanh, Technical Expert, VSUEE Project Management Unit (MOIT).
From Policy to Practical Action
The course introduces and updates new contents from the Amended Law on Economical and Efficient Use of Energy (2025), including mechanisms for monitoring, accountability of state management agencies, and the establishment of the Energy Efficiency Promotion Fund.
Through the training, local officials gain a clearer understanding of their roles and responsibilities in implementing national energy efficiency policies, and are encouraged to propose and advise tailored solutions suited to the socio-economic characteristics of their provinces and cities.
The program also serves as a platform to connect and strengthen the network of energy management officers nationwide, enhancing coordination and collaboration between local agencies and the Ministry of Industry and Trade in implementing energy efficiency initiatives.
Part of a Nationwide Training Initiative
Following successful sessions held in Hanoi and Ho Chi Minh City, the Can Tho training marks the continuation of a nationwide series under the VSUEE Project. These courses are an integral part of efforts to reinforce Vietnam’s energy management system from central to local levels, contributing to the realization of Resolution No. 70-NQ/TW and the National Program on Energy Efficiency and Conservation for the 2019–2030 period (VNEEP3).
Upon completion, participants are expected to apply their enhanced knowledge and skills to support local enterprises in implementing energy-saving measures, contributing to national goals of energy security, greenhouse gas emission reduction, green transition, and sustainable development.
