On 20/9/2019, in Hanoi, the Ministry of Industry and Trade (MOIT) in collaboration with the Switch-Asia to co-hosted " Consultation Workshop on Vietnam National Action Plan on sustainable consumption and production 2020 – 2030". Attending the meeting, there are Mrs. Nguyen Thi Lam Giang – Director General of Energy Efficiency and Sustainable Development (MOIT), Mr. Koen Duchateau, Head of Cooperation and Development, Delegation of the European Union in Vietnam together with the representative of ministries, departments, agencies, enterprises, experts, domestic and international organizations, media and press agencies, television.
At the opening ceremony of the workshop, Ms. Nguyen Thi Lam Giang said that implementing the Government's work program, the European Union supported the Ministry of Industry and Trade in development of Vietnam National Action Plan on sustainable consumption and production 2020 – 2030 (NAP 2020 – 2030) The workshop aims to seeking comments on the draft, which is expected to be approved by the Prime Minister at the end of 2019.

Earlier, in 2016, the Ministry of Industry and Trade submitted the Prime Minister program for the period 2016-2020, vision to 2030. Currently, this program is still being implemented.
"Over the years, the world's production and consumption movement has changed many changes so the development of the new government program for approval in the coming period is essential. Through today's workshop, the Ministry of Industry and Trade wishes to receiving the comments of your representatives on the draft NAP to the next stage as well as evaluation of the implementation of the program from 2016 so far to draw the experiences, combined with the reference of experience, the international trend to bring out the focus content for the later stage program ", Ms. Nguyen Thi Lam Giang emphasized.
According to Mr. Koen Duchateau, Head of Cooperation and Development, Delegation of the European Union in Vietnam, the European Union has many programs in support of promoting sustainable production and consumption in Asia in general as well as in Vietnam in particular. Mr. Koen Duchateau hopes through collaboration, this support will contribute to helping countries transform into a green economy, towards sustainable development.

Report on results of the implementation of the National Action Program on sustainable production and consumption by 2020, vision to 2030, Ms. Tram ANH, expert of Ecology and Environment Institute – Local consultant said, phase 2016 – 2020, deployment program 06 key Tasks , including construction, completion of legal frameworks and policies to promote the implementation of sustainable production and consumption; Promoting the production and transformation of economic structure following the direction of sustainability; Greening the distribution system and supply chain development of environmentally friendly products and services; Enhance market access and export key export products of Vietnam in a sustainable manner. In addition, the change of consumer behavior, implementation of green lifestyle in parallel with the implementation of mitigation, recycling, waste reuse are also the key tasks of the program phase 2016 – 2020.

"There are currently about 57 documents issued (law, national strategy, decision, Decree, Directive, circular,...), in relation to sustainable consumer, including 28 documents relating to consumer sustainable production period before the mission and 29 texts were issued after the decision 76/QD-TTg approved the National Action Program for production and sustainable consumption to 2020, vision to 2030 ", Ms. Tram ANH reported at the workshop.
Evaluation of the advantages and difficulties of implementing the program, Ms. Kim Lien, expert of Ecology and Environment Institute - local expert identified: "Besides the advantages of media, the program also encounters certain difficulties such as funding sources are still limited while the trends in production and sustainable consumption have many changes. The new program has been implemented since 2016, metrics to report limited reviews, production, service and consumer studies in the LCA approach (Product Lifecycle Assessment) is lacking.
At the conference, the delegate was listened to Mr. Peter – an international consultant who presented a brief draft of the National Action Plan on sustainable consumption and production in the period 2020 – 2030. The draft set out 6 specific objectives, including 02 objectives relating to the field by the Ministry of Industry and Trade which presireled or coordinated. Accordingly, the target comes in 2030, 50% of enterprises adopt cleaner Production (CP) and 100% of export manufacturers meet the technical standards of the export market.

The program consists of 3 main missions: 1) sustainable manufacturing; 2) sustainable consumption; 3) Promote consumer and sustainable production for the actions of stakeholders.
Sustainable manufacturing has two areas: the manufacturing process and the use of sustainable raw materials and a sustainable product delivery system.
Sustainable consumption focuses on three areas: sustainable lifestyle and consumption, sustainable export products and sustainable import products.
Promote consumer and sustainable production for the actions of stakeholders focused on strengthening the production capacity and sustainable consumption, communication of sustainable consumption and production, international cooperation in sustainable consumption and production. The said above contents of the event received the consistency and agreement of most participants.

Also at the worskhop, the delegates heard the comments coming from the international organizations and ministries concerned. Director General Nguyen Thi Lam Giang confirmed, the comments of the delegates attending the workshop today are very important in the development, effective implementation of the NAP 2020 – 2030 in real time.
