A communication strategy on awareness rising about industrial boilers utilization and operation for energy efficiency in Vietnam

Over 30 years since Doi Moi, Vietnam has been moving rapidly toward industrialization and modernization. The economy is growing steadily at a rate of about 6% per year (2006-2015) in parallel with the increase in the contribution of industry to Gross Domestic Product. However, the fact shows that industrial development has been causing many consequences, typically, energy. Industry is the biggest consumer of energy consumption, accounting for 40.99% of total energy consumption in year 2013. Due to covering many industries with high levels of pollution, industrial activities in Vietnam are putting pressure on environmental resources and climate change.

In this context, the energy efficiency and energy saving becomes more necessary for Vietnam. The government has been perfecting mechanisms and institutions to encourage businesses to implement solutions to improve energy efficiency.

Toward to this purpose, the project "Promoting the Use and Operation of Energy Efficiency Industrial Boilers in Vietnam" (Project) is implemented by the Ministry of Industry and Trade (MoIT) and funded by the United Nations Industrial Development Organization (UNIDO) from November 2015 to October 2019. The project will be implemented to remove identifiable barriers to promoting the production / manufacturing of energy efficient boilers and using boilers in Vietnamese industrial enterprises. Project's interventions will contribute to creating favorable conditions for the development of both sides: users and suppliers in the boiler field through policies and regulations on the system of standardized boiler, capacity building for boiler domestic manufacturing and operator, consultants and companies which provides energy services, as well as boiler distributors, and access to financial support.

To meet the goal of the project is to save the total energy consumption of 1,955,304 GJ / year and reduce the total greenhouse gas emissions 183,736 tons CO2 / year, the project will implement three main components.

The first component is about the policy framework and regulations in order to support the standardization system of industrial boilers. This component helps to improve regulations on energy efficiency standards for industrial boilers; Provide technical assistance to MoIT to develop a boiler operation certification program and to guide the implementation of financial support mechanisms to improve the industrial boiler efficiency. The second component is to raise awareness and to strengthen ability for government agencies, users, suppliers/ producers of boilers and other stakeholders. The third component is to support finance and to implement production of energy efficient boilers.

In order to achieve the objective of the second component, the project has co-operated with Ecology and Environment Institute (EEI) to develop a national communication strategy to raise awareness and provide information on industrial boilers energy efficiency, as well as, promoting the use and operation of energy-saving boilers in Vietnam. Participants in the survey included 4 main groups: businesses use boilers in five industrial branches; organization that provide energy services; energy specialist; producer/ supplier in boiler. The content of the survey focus on: awareness of energy efficiency boilers, need for accessing and updating information on energy efficiency boilers, and appropriate forms of providing information.

From survey results, based on the objective of the second component, EEI experts will summary and develop the principles of the communication strategy. The communication strategy will focus on the following five issues: 1) communication form should be integrated; 2) the communication materials have to be concise and clear, and designed to suit with each target group (4 groups); 3) all printed materials and events are clearly accompanied by the logo of UNIDO, MoIT, the Global Environment Facility; 4) it is necessary to integrate communication activities, awareness raising with other related activities (Project, VNEEP, Ministry of Industry and Trade); 5) the messages put into the communication materials, presented at the seminars and events must be consistent, positive, and attached to the responsibility of the business.

In terms of channel and communication activities, the EEI identifies the publications for different target groups, including: leaflets (for conferences), technical documentation, newsletters, and yearbook. Public media channels include television, radio, print and electronic newspapers, simultaneously, build and operate the project website to regularly update the implementation process as well as related communication materials. In addition, the communication strategy identifies important communication activities as thematic workshops, consulting / marketing of energy efficiency boilers for businesses and trade fairs. Finally, the operation of database construction; Organizations that register to implement projects related to energy efficiency boilers also need to implement in order to create opportunities and favorable conditions for enterprises to access information or participate projects.

Thus, in the first phase of the second component, a communication strategy to increase awareness of the use and operation of energy efficient industrial boilers in Vietnam was developed by EEI. The strategic implementation plan has also been elaborated for implementation in the period 2017-2019 to ensure the project results.
